Rasmussen was born in 1943 in Denver, Colorado. Rasmussen lived in both Colorado and Arizona with his family. He attended Phoenix, Arizona North High School from 1959 - 1960.

His overall location over the years is somewhat understood but that timeline even leaves a lot of open time. Jan 22, 2021 · Three of the victims were identified via genetic genealogy as Marlyse Elizabeth Honeychurch, and her two daughters: Marie Elizabeth Vaughn and Sarah Lynn McWaters. They were last seen in November 1978. The last unidentified girl was found to be the daughter of serial killer Terry Peder Rasmussen. She and her mother remain unidentified.

Authorities say Honeychurch was dating Terry Peder Rasmussen, who had been identified as the prime suspect in the unsolved murders. Rasmussen moving from California to New Hampshire, likely with Honeychurch and her children, and worked as an electrician in Manchester in the late 1970s. Rasmussen died in a California prison in 2010.
