Secretary of State Marco Rubio is in Costa Rica Tuesday, where he gave remarks to the press alongside Costa Rican President Rodrigo Chavez. Rubio’s travel through Central America and the Caribbean in his first major trip at the helm of the State Department has been largely focused on curbing illegal immigration into the U.
