NFL owners did not approve a rules proposal by the Lions to eliminate an automatic first down as part of the penalty for defensive holding

While the proposal was ultimately tabled this year without a vote, NFL commissioner Roger Goodell called it a "very healthy proposal" in his press conference on Tuesday, indicating that it’s very possible the rule is re-examined in the near future.

A playoff proposal by the Lions to adjust playoff seeding was tabled. Under the Lions request, the change would reward teams with better records with higher seeds than division champions with lesser won-loss records.
