A congressional hearing has reinforced the idea that the January collision between an American Airlines passenger jet and an Army helicopter that killed all 67 people aboard both aircraft could have been prevented.

Sen. Jerry Moran (R-Kan.) convened a hearing on the NTSB’s preliminary report on the midair collision in Washington this winter.

The head of the Federal Aviation Administration has told Congress that the agency must do more to ensure flying remains safe after a midair collision over Washington, D
