All you need to do is cut toilet paper rolls into small pieces or rings, and then mix them loosely into the top 4 to 6 inches of garden soil. Water as usual, and let nature take its course.
Cut paper tubes to varying heights. Snip into the top of the tubes, leaving about 1/2 to 1 inch of the bottom section uncut. Shape the petals as desired.
