It never became a tropical depression, but Potential Tropical Cyclone Eight brought rain totals like North Carolina hasn't seen in hundreds of years.

Tropical storm warnings have been issued from Edisto Beach, South Carolina northward to Ocracoke Inlet, North Carolina. The disturbance is being called Potential Tropical Cyclone Eight, a designation used by the National Hurricane Center to denote a storm that has not yet formed but is expected to soon and will bring impacts within the 48-hour window that requires alerts to be issued.

Parts of southeastern North Carolina were still underwater Tuesday after a storm that wasn't quite organized enough to get a name dropped historic amounts of rain on an area that has suffered floods of a lifetime at least four other times in the past 25 years.
